Noveon is a privately held U.S. company that produces high-performance rare earth neodymium (Nd-Fe-B) magnetic materials, products and assemblies, headquartered in San Marcos, Texas. Noveon is the only manufacturer of sintered Nd-Fe-B magnets in the U.S. and the only producer globally that optimizes the use of waste magnetic materials to support manufacturing. Noveon’s novel and patented Magnet-to-Magnet — or M2M® — process can utilize an alternative, abundant source of raw material (recycled waste magnetic material) to support Nd-Fe-B magnet production and further mitigate supply chain risk. With Noveon operations and manufacturing capability located in Texas, all its products — including rare earth neodymium magnetic materials — are fully compliant with the 2018 John S. McCain National Defense Authorization Act (NDAA) for U.S. defense expenditures, Section 871 and DFARS 252.225-7052. ƒ
This law explicitly prohibits the procurement of rare earth magnets for the defense industrial base that are “melted or produced” in the following countries:
The People’s Republic of China
The Democratic People’s Republic of North Korea
The Russian Federation
The Islamic Republic of Iran
Therefore, importers and distributors cannot simply purchase magnet blocks from those countries (namely China) and cut/finish them to final specification as they did with previous DFAR and ITAR rules and regulations. Noveon is in a unique position as the only producer of both sintered and bonded Nd-Fe-B materials in the North American market, which meets all the applicable U.S. laws for strategic defense applications such as missile systems, guidance and communication systems, as well as electric motors, actuators and sensors used in both aircraft and ships.
